They're people with cybernetic enhancements. Taking DNA and creating muscle cell fibers to surgically combine with a subject's body has enhanced their strength and reflexes. Raiden's entire body is made of that technology. Same tech used on Gray Fox and the legs of the Ray and Gekko units.

Heh. I can't wait for that time when cybernetics become far more common than they already are, and it becomes an issue about "race".

Then again, we all know that KojiPro had to do something about this in response to people complaining about the realistic gore from the trailer back in 2010. I guess this new thing is an opportunity for the Werewolf PMC(?) to be displayed as it was meant to be, seeing as we didn't get to see much of them apart from those three-armed balls in MGS4.

the VGA trailer still had a metric shit-ton of blood, it was just all from the gun-toting PMCs that Raiden appeared to be escorting. Not only that, but the sword-weilding hooded guys had a bunch of blood too, spraying ALL OVER the floor, but their insides (muscles and organs) were all glowing white.

Basically, Japanese games can't have "red blood" so this gives KojiPro a way to have a shitload of blood in the US version and none at all in the JP version without actually changing much. It's just a "turn on blood particles" effect just like in all the other MGS games.

I know Peace Walker doesn't have blood in any of the versions, but that's about it as far as I know.

Blood is okay, it's decapitations and dismemberment that don't fly with the Japanese censorship boards.
The Japanese Resident Evil / Biohazard games don't have exploding zombie heads for that reason.

Ironically, Kojima already did something like this with the Frozeners in Policenauts.
It wasn't a major plot point though, just background information.

It's similar to how shows like Samurai Jack ended up using robot or non-human enemies. They couldn't have the protagonist slice up humans and still make the show available for their target audience, that is, everyone. In the end, though, the use of robots and such gave the show an interesting level of creativity in design and style.

This might be the case for Revengeance, as well.

I doubt it, considering I'm pretty sure it'll still be rated. And also, cyborg or not, those people Raiden is cutting to pieces are still people.
