You can't regulate it,... thats what I was trying to say. I don't think people will care about a rule about privacy when there is a place that can't be regulated.
It was just a question that came to my mind... is all.

That kind of thing happens everywhere, it'd be like telling workers at a business "You can't go home and talk to your family about work". You know they are going to do it, but you have no proof they did it. He can't add rules to private chats and things, mainly because it'd be impossible. There's literally private chats going on all the time.

Not really. The privacy rule is the same as before, just with a harsher punishment. In light of this, it's entirely possible for people to spread information outside of the 'Soup or even within PMs. I'm not going to, nor would I want to, stop people from doing what they're going to do on other websites, through text messaging, through instant messaging, and so forth.
EDIT:...and like I said, I do not control, own, or even run any of these chats.
