Flattery will get you everywhere.
Reverse engineering it would require taking back to assembly language, then rebuilding that in a higher level language for further development. Not impossible, more like a slow translation process akin to what you'd see in some fantasy flick with an old man hovering over one book while scribbling in another (think Deckard Cain from Diablo 2) but it's doable.
Is it worth it? Probably not. That paranoid and he likely was trying to hide his shame. He was famous for destroying others' code and so likely either A) as a result of doing such an easy, unskilled task he lost the touch for doing creation himself, or B) he was hiding that since he'd already reversed some sega code that he USED sega code.
Just my two cents.
Making micro game engines like this isn't hard though, people just need to step up. If the artists will release their assets it can continue, otherwise they are hypocritical for calling out the fag programmer for doing just that.

Damn fine point you made there, but I'm still curious as to why he would want to implement measures againts trivial things such as screen capture. Either way, no one can deny that his arrogance cost -- not only him -- but everyone the project.

It's now time for a quote from Mr. Batty.

Basically, the lead artist's closing thoughts on giving out the assets of the project so it can continue is a ~seven paragraph tl;dr post saying that he worked hard on the game so he has the right to be a preachy dick about it and withhold material needed for continuation because he feels like it. Worst of all, he doesn't even adress the real reason the requests exist, instead he just gives a long lecture/sentiment about the importance of art styles and cooperation between members which, again, doesn't bear any relavence.
Then, the only person who actually bothered to bring up the reason behind the requests (which is to just make the project happen) was completely ignored and the admin closed the topic because he got annoyed by all the redundant barking for assets.
Just fucking brilliant.
All in all, I say fuck Sonic 2 HD. Let it live on as a reminder of the mistakes made -- not just by a single man's paranoia -- but of all team members' and the community's shortcommings. Don't have it revived either, no lessons will be learned if all still turns out.
If they do want this project finished, fine, but I'd say start it from a clean slate and not as a continuation of this train wreck.
