I'm too lazy and tired to try to translate the whole thing, but let me take a look at that "sterile" kanji that MarcL mentioned... By the way, the book I'm using is The Complete Guide to Everyday Kanji, by Yaeko S. Habein and Gerald B. Mathias.

不: Originally depicting a calyx, was "borrowed" for the homophonous word "not (do/be)," used to negate a verbal or adjectival kanji following it.
能: With a highly simplified form of a character meaning "work hard" on the upper left, [bah, I can't type kanji, but it uses it in the example. The bottom left part in this kanji] (meat), and marks seen as a tortoise's feet on the right, is thought to have suggested tenacity. It means "ability, efficacy." In Japan, it also means "Noh play."
者: Had nothing to do with "sun" originally, but depicted a cooking fire in a stove and meant "cook." Borrowed to write an abstract nominalizer, it has derived the sense or "-er, one who (does)," and, in Japan, "person."

So, trying to put these together.... Not a person with the ability to do things? Of course, it could very well mean sterile in Japan. I can't say for sure of course, but from these definitions, it could very well mean that, you can see how it could have that meaning.

Edit: OK, so I should have looked at the definition you linked to. Yes, it says "impotent" and while that is nowadays used to refer to someone who is sterile or can't get an erection, that's not the only meaning of the word. From Dictionary.com:

So as you can see, "impotent" just means powerless, unable to do something, that sort of thing, which matches my translation above. I'd have to work on translating the rest of this, but that "impotent" part isn't enough evidence to say that he's supposed to be sterile.

I'm not fluent, but that's the most literal translation I can manage.

Edit: OK. Looking at this, I would say yes, Liquid is saying that Big Boss was injurned in a battle and as a result was left unable to have children. As you can see though, there is indeed no mention of a coma.
